Violation of Press Laws in Pakistani Print Media
The press in Pakistan
holds significant power and has suffered much under various political leaders.
The press’s existence is remarkable given the often harsh means used by
government officials and military dictators to control it.
The ideological
perspective of a newspaper is vital to form not just the opinion of its readers
but to constantly train them ideologically. Sadly, print media in this country
is as problematic as the electronic one, partly due to increasing control of
the owners who are tempted to get planted stories published in their papers for
personal benefits.
According to the one of
the code of conduct of Press Council of Pakistan, “The Press shall avoid biased
reporting or publication of unverified material, and avoid the expression of
comments and conjecture as established fact. Generalization based on the
behavior of an individual or small number of individuals will be termed
unethical.” but now a days this type of reporting is very common in our
journalism. Our journalist doing biased reporting in fact it is also observed
that press use conjectures, unverified material to make their stories worthy
but forget that it might be harmful for the public.
The violation of other
ethical code which says, “The Press shall avoid originating,
printing, publishing and disseminating any material, which encourages or
incites discrimination or hatred on grounds of race, region, caste, sect,
nationality, ethnicity, gender, disability, illness or age of an individual or
group.” is also observed when media conglomerates kept their benefits
higher than their responsibility towards masses.
“Rumors and unconfirmed
reports shall be avoided and if at all published shall be identified as such.”
we observed the violation of this code of conduct at many times. For example,
The News accused PML-N chief Mian Nawaz Sharif as a Taliban sympathizer, When a
national survey by Heinrich Boll Stiftung (HBS) found that “a majority of
people in Pakistan are willing to vote for the PPP” in the coming elections. It
was soon after this that rumours began appearing in social media that declared
a rift between President Zardari and PPP Chairman
Bilawal Bhutto Zardari had left the party rudderless as elections approached.
And In an editorial in this context titled Family drama? The News does not
provide any credible sources for its claims, instead reporting that “it is
said”. But it is said by whom? Who is saying this? Are they credible sources?
Or is The News once again being misled by “incorrigible liars”? Similar to what
had happened few years earlier when this media outlet published that Persident
Asif Ali Zardari got married second time with a doctor in U.A.E. which did not
proved to be correct.
The print and
electronic media have regularly been using pictures and names of juvenile
offenders and children in need of protection, contrary to the code of ethics
given under different laws and by national and international organisations. Recently, the picture and name of a
nine-year-old female victim of child prostitution, recovered from a brothel in
Swat district, was splashed in different newspapers. It is the violation of the
code of ethical practice mentioned by the Press Council of Pakistan, says, “In
the case of sexual offences and heinous crime against children, juveniles and
women, names and identifying photographs shall not be published.”
It now becomes their common practice
to violate these laws which is not appreciable in the case of strong and
prosperous press. The actions should be taken against these activities for the
betterment of press position otherwise it loose it credibility in the society.
Conclusion:
Press can play a vital role in the reconstruction and regeneration of a nation by highlighting the social, economic, and moral evils in the society which can be helpful in eradicating the evils from the society.it is commonly said that media is the watchdog whose role can be defined in a number of ways, but in short, is primarily to “bark” loud enough about an issue so that the proper authority figures can follow up on the next steps
This does not mean
that media is authorized to move as it wants to be but it should be more
responsible to their duty as media raise or highlight issues on behalf of
general public. Reporting should be factual or authentic, avoid making news sensational,
must not make a mess as recently our Pakistani media had done. Our media
created misunderstanding between the estates of the country. Media ethics or
professionalism is kept as one of their priorities.
MEDIA AND SOCIAL CHANGE
It
is the responsibility of every individual to play its role for the betterment
of the society and bring out the society to the right path. Our media is
playing its role to some extent. Some of the examples are mentioned below:
Chal Parha: It is an educational
campaign which is creating social awareness in our society. “In this show,
shehzad Roy traveled across 80 cities in Pakistan and visited more than 200
government schools. In each episode the show highlight an issue from public
schools for example, corporal punishment, medium of instruction, population,
textbooks, curriculum, teachers etc.” Because of this show we came to know that
what is going on in the government schools. Because of this non-governmental campaign,
recently a law has been passed named Prohibition of Corporal Punishment Act of
2010. People are influencing by the Roy’s initiative and accepting the
importance of education.
Zaib
un Nisa:
This
drama educate the society about the women’s right of Divorce which constitution
of Islamic Republic of Pakistan has given them. Usually girls do not read their
marriage form what we call “Nikah nama” and does not aware about their rights
which constitution of the state grantees them for their safety in their
matrimonial life. This was the decent initiative for bringing the positive
change because that awareness would help to strengthen our women.
Using sim without proper documentation is crime: This public service
message is an example of bringing out positive social change in the society. It
can help in reducing the use of mobile sims which are illegal or that would
help in prevention of terrorist acts.
Hum sub umeed say hain: It is a political
satire show, which features funny segments on Pakistani political issues. The
program mostly creates awareness in public. Due to the general elections of
2013 they started to educate the masses to vote the right person. In recent one
of the episode they discuss that when we hire a driver for our car we first
examine his skills so, how we forget to examine the skills and leadership
qualities of a person who we choose as our representative
or ruler.
Coca Cola Ad: Coca Cola has recently launched a CSR-inspired
marketing campaign that promotes the idea of sharing happiness by being
socially responsible. The ‘Crazy for Good’ campaign is a worldwide project that
encourages individuals to perform random acts of kindness for people around
them, so they can spread happiness and good in society on a micro and macro
level. This is the positive initiative to educate public about sharing
happiness with others.
Zara Sochiye: “Taleem ko vote do”
geo television network’s campaign “Zara Sochiye” is creating awareness in the
society regarding the importance of education. It brings Different concepts in
which they emphasis in getting the education for the betterment of society. Their
recent campaign is to persuading people that cast your vote to those who have
education in their manifesto because only education can change our fate.
Vital Tea Ad : we all are witnessed
that commercials of vital tea are mostly based on the positive concepts to
bring the social change in the society .
the commercials have moral message for the viewer such as their commercial in
which they gave the message to the mother in laws and their daughter in laws
that without giving respect to each other you cannot except for the respect
from others. Similarly, their message for the positive approach that fake
degree does not give you
that knowledge that you learned from books.
Kafir Drama: This drama broadcast from the ARY drama that discussed
about the societal issues but emphasis that everyone should fight for their
rights and keep faith in Allah. The drama revealed that only Allah Almighty has
the power to take best revenge, men does not have power to do so.it was the
initiative to bring out change in society that those people who unfortunately
victimized by the evil in our society have right to
fight for the justice and live a respectable life same as others.
Extras Mango People Drama: This Sitcom extras always
have positive message of the viewer such as in one of its episode they persuade
people that you should not save your private stuff in your mobile phones because that can be
harmful in case your cell misplaced or stolen or robbed by someone.
Smoking is injurious to
health: This public service message is the
positive step to persuade youngsters to forbid the smoking which dangerous for
smoker’s health as well as the non-smokers. As science has proved that smoking
cause cancer so, it is good initiative to educate public about the things which
are harmful for their lives.

Card game of stakeholders and corruption delayed the construction of Lyari Expressway
A multi-billion-rupee
road project Lyari Expressway delayed for its construction because of the many
rooted problems which usually became hindrances in such type of beneficial
initiatives of the administration. Approximately 16 million vehicles per annum
are expected to utilise the facility. The project was initiated in May 2002
with a PC-1 of Rs 6 billion and was expected to be completed by November 2004.
However the project cost was revised several times and now it is expected to be
completed by December 2013 at a cost of over Rs 12 billion. The reasons of its
delay includes the card game of stakeholders of Karachi, the hindrances in
acquisition of land for construction of Lyari Expressway and the corruption in payment
of compensation to the locals of that area.
The stakeholders
include PPP, MQM and ANP are all trying to get the master plan of the
expressway amended so that it does not affect their activists and supporters. But
the most disastrous condition is that because of the delay in the acquisition
of land for the Lyari Expressway the project cost has pushed up to Rs 12
billion against the original estimated cost of Rs 5.1 billion, sources in the Ministry
of Communications. And Accepting the demands of all these parties would not only
further add to the cost of an already expensive project, it would also be
impractical.
The Sindh High Court bench, headed by Justice
Maqbool Baqir had ordered the Karachi Metropolitan Corporation (KMC) and Lyari
Expressway Rehabilitation Project (LERP) officers to immediately pay
compensation to “all those, whose land was acquired for the project, but
compensation was not paid.” After receiving complaints from the locals the
judges warned of stern action against anyone found involved in demanding
bribes to issue compensation.
While that National
Highway Authority (NHA) officials attributed the delay in land acquisition and
financial constraints as main reasons for the delay in the completion of the
project. Currently the project required Rs 3.2 billion for completion by the
end of 2013, officials maintained.
The former Prime minister, its cabinet and completion of tenure
The former government
of Pakistan People’s Party had made the history in corruption. It was the first
government of Pakistan that had completed it five years tenure but
unfortunately the public witnessed their outstanding misadministration and
corruption instead of proper projection of the manifesto of 2008 that says, “Ilm
Roshni, Sab Ko Kaam, Roti Kapra Aur Makaan, Maang Raha Hai Har Insaan.”
Only Rs 32 billion have
been allocated for Education with Rs 22.5 billion for Higher Education in
2010aand in 2012 they released the importance of education so the
federal government had allocated a total amount of Rs 47.874 billion to
education sector in the fiscal year 2012-2013, the major energy crises, sab
ko kaam was altered as jobs opportunities for the people of the
constituencies, roti Kapra Aur Makaan was similar to a mission to climb Himalaya
mountain.
The disastrous energy crisis had affected the industrial sector of Pakistan, the corruption in state
institutions rust their roots badly, failure in tax collection proved their
poor efficiency. Even the head of the state Asif Ali Zardari did not file tax
returns. The members of the former cabinet were also involved in tax evasion.
34 ministers out of 54 did not file tax return in 2011 and even the commerce
minister, Makhdoom Amin Fahim did not possess the National Tax Number.
The former government
was blessed by the two Prime ministers but unfortunately none of them became
the true representative of the nation. The former Prime Minister Syed Yousuf
Raza Gilani for his degraded administration received the MBBS degree in
Corruption when former Prime Minister Yousuf Raza Gilani charged for contempt
of court in the National Reconciliation Ordinance (NRO) implementation case.
Gilani also alleged by the opposition for his immersion in the cases of
different corruption, nepotism, favoritism, etc. his premier son Ali Musa
Gilani completed the house job which is compulsory for the degree, the elder
son of PM, Syed Abdul Qadir Gilani, MPA, was involved in the Haj scam, PM
Gilani’s wife was alleged on account of non-payment of Rs 380 billion in bank
loans which were written off by misusing political influence.
And now, the Apex
court issues notice to Ali Musa Gilani in the Ephedrine import scam. We
all know that taken the degree of MBBS is not the game of children.PM Yousuf
Raza Gilani and his Beloved family worked a lot for this corruption degree. It
is remarkable success of them which should be written in black and white for
the knowledge of our future generation. In my previous blogs I
mostly rage on the American involvement in our country along with their way of
diction. But I forgot that one only dictates you when you allow them to
dictate. Moreover, The Pakistan Muslim League (Nawaz) has
blamed the government of PM Syed Yousuf Raza Gilani of targeting the
bureaucracy in order to hide its own corruption.
Due to our internal
disharmony, regional conflicts, our administrative problems, instability of
political system and many more weak points of us give permission to the
Americans and Foreign hands to involve in our homeland in the name of peace and
harmony restoration in the country and the region.
If we want to kick out
these foreign elements from our home we have to first dissolve all the internal
problems of our home that includes ethnic issues, regional disputes, feudalism,
conflicts on political party affiliation, etc.in that way we can restore peace
and harmony in the country.
I know that we (youth)
have inherited all these problems from our ancestors and it is hard to dissolve
all of them over a night but we have to fight with these matters for the sake
of the nation. We should forget that I am a Mahajir, you are Sindhi, he is
Punjabi and they are Balochi and Pashto. What is important? Is that we all are
Pakistani, one nation not only at the time of cricket match but on every subject.
In the 2013 manifesto,
the party has said it aims to increase energy by 12,000 megawatts through a mix
of fuel and $36 billion investment through IPPs, a surprisingly high figure
considering the entire federal budget for 2012-2013 was only $32.5 billion.
The PPP manifesto vows
to eradicate polio by 2018 from the country, formation of special heath centers
for health of children and their mothers and adding minorities, youths and
deserving people into the national stream

International cultures are dispersed in Pakistani culture
Pakistani culture has influenced by other cultures
and adopted their traditions in such a way that we can’t easily feel the
distinction of our culture from others adopted norms.
We usually blamed the media either it is
foreign or Pakistani for diffusion in Pakistani culture of western culture.
Everyone very simply alleged media for destroying the culture as it become commercialized,
using its power of freedom of speech and expression illegally but at the same
time we witness that this diffusion of culture which is become possible only
through media has played vital role in bringing positive role in society along
with the negative impact of other cultures.
We know very well that
our religion Islam has given equal rights to men and women but unfortunately
our society lacks this equality in every professional grounds of society. While
in this case Pakistani media is playing vital role to bring Pakistani women at
the level of men in every field. For example, Women
are allowed to play sports in the open and are allowed to vote, drive and do
anything they like
Education sector has
been boosted up, apart from that Judiciary has recently taken keen interest in
people’s difficulties and now the courts accept petitions for Sue, a concept which
was unheard few years back. We witness the impact of cultural influence in
legislative level that recently passed the Prohibition of Corporal Punishment
Act 2010, the Reproductive Healthcare
and Rights Act, 2013 and many more.
On the other hand, the
negative influence is more evil that rusted the roots of our society. The
excessive of westernization has wiped off the typical Pakistani culture. The number
of practicing Muslims has decreased. Nowadays far less number goes to mosques
than it did a decade back. While Pakistani kids are
starting to adopt their religious activities, i.e. many kids say 'namaste' and
“ hello” instead of “Asalam o Alaikum” because of watching Hollywood and
Bollywood movies and dramas. The extended and nectar joint family system, a
birthmark of Pakistani culture, has gradually died away. The young generation
rarely cares for their old parents and so, sadly, old age houses have been
established, example Edhi home center. Obsession with English is so much that
many Pakistanis, who speak and write English well, are unable to understand Urdu.
Speaking foreign languages becomes status symbol instead of skills.
In addition, Pakistani
media is step ahead to this; intimate scenes are becoming more common in TV
programs. Even our Lux Style Awards depict the western style of dressing and
decor. The print medium was depicts the westernization in catalogues,
magazines, billboards etc. that clearly show the impact of westernization all
over Pakistan. Magazines and certain TV shows discuss extremely open issues
that are out of the scene if people take into account our culture, tradition
and religious values. The wedding ceremonies in Pakistan are having Indian
songs, dance steps, and even some of their rasams are practiced in Pakistani
weddings. In the near future there may be time when teenage girls would ask
what “lathe ki chadar” is.
The meal preferences have
changed from Chapatti and rice to Subway, KFC and McDonalds. Instead of
traditional drinks, Pepsi and coke have penetrated the homes. Demand for
pornography has risen and so have the rape rates. That is all and even more
which we are gifted after accepting international cultures.
Media representatives and
government are requested to take appropriate measures to handle this worst
situation and make media policy that should be followed by all channels because
our youth is an asset. To minimize and resist the effects of foreign channels,
it is suggested that our channels should be strengthened and telecast programs
with better content. Our channels should produce and broadcast quality programs
that could help in the promotion of Pakistani values and traditions and improve
the image of Pakistan at international level.do not rap the Pakistani culture
with other international cultures.

Who will be the next?
Everyone is constantly
demanding for the general elections and surely as everyone is expecting
elections to be held in May but the fact is that to whom Pakistanis are going
to elect in next election. Do they have any better choice than the experienced
political parties by Pakistan?
The two major parties
which alternatively qualified ruling power in Pakistan has not set such position
for people that they keep believe in them and again elect them. Such as the
present government ministers and lawmakers are escaping taxes. The head of the
state president Asif Ali Zardari did not file tax returns, 34 ministers out of
54 did not file tax return in 2011 even and the commerce minister, Makhdoom
Amin Fahim does not possess National Tax Number. That is the reality of elected
government which induces taxes on masses and itself is free from all kinds of
taxes. And What Pakistan had experienced in Nawaz era is also still not
forgotten by Pakistanis.
On the other hand the exquisite
dream of majority of Pakistanis that to kick out all our problems over a night
under the leadership of Imran Khan (Tehrik-e-insaaf) broke with the poor
management by his party workers in their party’s occasions.
Mr. Khan said that the
rulers of the country have destroyed its institutions but what he would comment
on the down situation at his conventions. He and his companions failed to
manage festivities so how could whole Pakistan imagine that under his
governance there would be a formation of new Pakistan free of American slavery
of which Imran Khan talked about many.
his personality is
fascinating all of us and the humor of exchanging words but the point is that if
he will be elected he will not only supervise the eleven green shirts but a whole
nation for which he should have determining manifesto and good leadership
skills.
